OHCHR: Thematic study on the issue of violence against women and girls and disability. Report of the Office of the United Nations High Commissioner for Human Rights (A/HRC/20/5)

The study analyses national legislation, policies and programmes for the protection and prevention of violence against women and girls with disabilities. It aims at examining the causes and manifestations of violence that this special group of women face and concludes with a range of recommendations with reference to legislative, administrative, policy and programmatic measures. The recommendations point to problems like:

  • the lack of statistical data on violence against women and girls with disabilities
  • the failure of legislative, administrative and policy efforts to address gender and disability in an adequate way and to address specific vulnerabilities
  • the inaccesibility of programmes against gender-based violence and their failure to take disability into consideration
  • the failure of programmes for the promotion of disability rights to integrate a gender dimension
  • the lack of involvement of women and girls with disabilities in policy and programme development processes
  • the lack of training for law enforcement officials, prosecutors and judges on disability-specific vulnerabilities
